What Is MD111?
MD111 is a priority framework for offshore student visa applications. The government wants to spread international students more evenly across institutions rather than letting a handful of universities take everyone.

The New Priority System
Priority 1: Fast Track
Your application moves to the front if you are applying to a university or vocational training institution that has not reached 80% of their anticipated 2025 enrolment.
You also get fast-tracked automatically if you are:
• Pursuing a PhD or other advanced research degree
• On a scholarship
• Studying at a TAFE institution
• From a Pacific nation or Timor-Leste
Priority 2: Regular Queue
Everyone else sits here. This includes:
• Students applying to institutions that have already hit 80% of their enrolment cap
• Family members submitting applications independently
What This Means for You
Your Institution Choice Has Real Consequences
If timing is critical, check whether your preferred university or college is below the 80% enrolment threshold. But do not sacrifice education quality just to shave a few weeks off processing. A slight delay is better than years at the wrong institution.
Some Students Have a Clear Advantage
Scholarship holders, Pacific Island applicants, and research students go to the front of the queue. If that is you, plan accordingly.
The Basics Still Matter
Submit your application promptly. Make sure it is complete. I have seen applications delayed for months because of missing documents or incomplete sections. Do not let that be you.
Onshore Applicants: Different Rules Apply
MD111 targets offshore applications. If you are already in Australia and applying for a student visa, different rules apply. Consider skilled migration pathways or employer sponsorship as alternatives worth exploring.
